In today's Digital Government landscape, building scalable tools that meet people's demands requires more than just code – it requires mature multisector arrangements involving academia, government, and civil society.

In this paper, we reflect on the historical process, the sociotechnical challenges, and the outcomes of building Brasil Participativo. We highlight how a Free Software initiative such as Decidim could be collaboratively adapted to reach the largest scale of popular participation in the history of Brazil's Executive Branch, in record time.
