Structuring Systems of the Brazilian government accumulate legacy technical complexity and data silos that hinder proactive management of federal budget execution.

In this experience report, we present the journey and the engineering hurdles faced when interconnecting and modernizing data originating from state infrastructures with disparate business logic – covering SIOP, SIAFI, SIAPE, TransfereGov, and ContratoGov.

By consolidating these vital flows using a technology architecture focused on open components (an Open Source Data Stack), we propose a model to unlock interoperability in public administration.
